The Roads and Transport Authority (RTA) in Dubai is known for taking unique initiatives to improve the standard of its facilities for motorists. In a recent development, RTA has decided to launch a state-of-the-art Traffic Incidents Management (TIM) System, which will aim at dealing with minor road accidents, sudden car breakdowns and traffic jams in the emirate more efficiently. This new traffic system is a joint venture between RTA and Dubai Police and has been based on an extensive study of traffic management in the emirate.
In the first phase, RTA will initiate the trial run of its Traffic Incidents Management System on one of the major highways in Dubai. Upon the success of the system’s trial run, it will be made operational on all of the roads and highways across the emirate.
Why Dubai Needed a Modern Traffic Incidents Management System?
In the recent past, the management of traffic jams and dealing with sudden car breakdowns and minor road accidents have been amongst the major challenges faced by traffic authorities in Dubai. These unexpected road situations have often ended up causing dangerous road accidents or frustrating traffic jams. RTA has been working on finding a long-term solution for these major traffic problems in collaboration with traffic authorities and other concerned departments.
Managing Dubai’s traffic is a big challenge for authorities as Dubai has the highest resident to car ratio (2:1) in the world, which is a major reason behind traffic jams in the emirate. The expected launch of the Traffic Incidents Management System in September 2018 will be a major step towards improving the standards of traffic management and reducing commuting challenges for motorists.

How will the New Traffic Incidents Management System Work?
The fundamental objective of the RTA’s TIM System is to deploy a Traffic Incidents Unit for rapid clearance of vehicles from a road in the event of a minor road accident or a sudden car breakdown. This quick response unit will help authorities manage the flow of traffic and minimize the risk of a frustrating traffic congestion.
In the first phase, the Traffic Incidents Management System will be made operational on a 70km stretch of Shaikh Mohammad Bin Zayed Road. Authorities have planned to cut traffic delays by up to 35% by deploying traffic police patrols at five different locations on Shaikh Mohammad Bin Zayed Road. Each location selected as a patrol station will be at a distance of 13km to cover the entire highway and authorities will ensure that they send a Traffic Incidents Unit for emergency help on a site within 10 minutes in the event of a sudden car breakdown or a minor road accident.
On reaching the incident site, the Traffic Incidents Unit will respond to any emergency situation and make an effort to quickly resume the smooth flow of traffic by migrating the vehicles involved in the incident safely to road side. The unit will record details of the vehicles involved in the incident, notify concerned authorities about the incident and assess the damages inflicted to infrastructure. The Traffic Incidents Unit will also be responsible for carrying out any necessary traffic diversions and will guide motorists to take alternative routes to avoid traffic jams.
The entire emergency response of the Traffic Incidents Unit will be remotely monitored by an RTA team that will also provide technical support to the unit on incident site. The RTA team will monitor cameras at the site and guide the Traffic Incidents Unit about tactical traffic diversions to regulate the flow of traffic. In this way, RTA will join hands with the traffic police and rescue authorities to deal with an emergency situation and maintain a smooth flow of traffic, even in the most challenging circumstances.
Official Statement about the New Incidents Management System
According to official figures, as many as 250,000 car breakdowns are recorded in Dubai every year. In the recent past, these car breakdowns have been identified as a major reason behind frustrating traffic jams in the emirate. On the other hand, not reporting minor road accidents timely and obstructing the flow of traffic is another big problem that RTA aims to deal with through its state-of-the-art Traffic Incidents Management System.
Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors of the RTA said that the trial run of the Traffic Incidents Management System by RTA will commence from September 16, 2018. This will be a Dubai Police-RTA joint venture which will also have the support of Dubai Municipality, Directorate General of Dubai Civil Defence, Dubai Traffic Prosecution and Dubai Corporation for Ambulance Services. He said that comprehensive studies on traffic management have been commissioned for improving the flow of traffic on Dubai roads and the trial run of the new TIM System will be a big step forward in the direction of finding a long-term solution to the emirate’s major traffic problems.
